Hall County is a county located in the U.S. state of Texas. As of the 2020 census, the population is 2,825. Its county seat is Memphis. The county was created in 1876 and later organized in 1890. It is named for Warren D. C. Hall, a secretary of war for the Republic of Texas. Despite the considerable remoteness to the rest of the state, Hall County is most known for and recently popularized after an Emergency Alert notification was pushed at around 5:00 a.m. to approximately 30 million people across the state of Texas for a police-involved shooting that occurred the previous day. The alert drew heavy and widespread criticism undermining the legitimacy of the Emergency Alert Program as well as the decision making of the Hall County Sheriff's Office.
