President Joe Biden is asking Congress to approve $310 million in funding to help repair and upgrade the derelict sewage treatment plant in South Bay as part of a sweeping $100 billion disaster relief package.

The complaint filed Friday in San Diego Superior Court alleges Veolia, which was contracted by the International Boundary and Water Commission to operate, manage and maintain the plant, has failed to prevent hundreds of such sewage discharges over the years.

Juan Vargas, Scott Peters, Sara Jacobs and Mike Levin called on the CDC to investigate pollutants from the ongoing sewage crisis at the border in May.
