The point of impact for the "atmospheric river" over the Pacific Ocean has moved southward, meaning inland flooding concerns for Oregon have decreased over the past day.

Northern California and the Pacific Northwest residents on Tuesday were bracing for the strongest atmospheric river storm system, bringing a lot of rain to some areas and creating the potential for a “bomb cyclone” that can intensify wind overnight.

Up in the mountains, the howling winds plus incoming precipitation will combine to bring on white-out conditions due to heavy, blowing snow. As such, a rare Blizzard Warning has been issued above 2,000' in the Cascades on Tuesday and Wednesday. Pass travel will be difficult to dangerous at times over the next 48 hours.

A rotating system of thunderstorms off the coast of Washington will bring rapidly increasing easterly winds to the region Tuesday.
