Commerce Secretary Howard Lutnick said there are 250,000 people waiting to obtain President Donald Trump’s “gold card,” a visa that can be sold to immigrants for $5 million and grants them work privileges.

Trump announced a new program to lure wealthy and highly-skilled professionals to the U.S. But experts say Congress – not the president – holds the authority to make that move.

The president seems to be interested in letting people pay for citizenship, rather than offering it in exchange for private sector investment, attorneys said.
