Heavy rains in the Fairfax District turned Melrose Avenue into a river as the water flooded the entire street and made its way into businesses, forcing owners to close Friday.
Alexandria City, Arlington, Fairfax, Loudoun and Prince William were the five school districts named in a complaint that is under investigation by the department.
"It's the biggest threat in my lifetime to the economic success of Northern Virginia," a county official said.
