Government prosecutors had come to plea agreements with the three alleged masterminds behind the 9/11 terrorist attack to take the death penalty off the table in exchange for guilty pleas.

A military judge ruled Wednesday that plea deals sparing accused 9/11 mastermind Khalid Sheikh Mohammed and two other terrorists the death penalty must remain in effect.
