A divided US Supreme Court dealt a blow to President Donald Trump’s foreign-aid freeze, reinstating a lower court order that requires the quick disbursement of as much as $2 billion owed to contractors for already completed work.

A sharply divided Supreme Court has rejected a Trump administration push to rebuke a federal judge who imposed a quick deadline to release billions of dollars in foreign aid.

The U.S. Supreme Court ruled on March 5 the Trump administration must adhere to a lower court ruling that the U.S. Agency for International Development (USAID) restart payments worth nearly $2 billion for the remaining USAID projects.
